As we all know, the situation continues to get worse, and quite frankly I have had it. As there are too many damned Red Scars to simply kill them all, I propose the following changes to law.
While this will undoubtedly anger the Red Scars, I believe it will help give our people the tools needed to go after them.1. Seizure of criminal assets
From this point forward, any property used in the commission of a crime, be it as small as a gun or as large as a building, may be taken by the government.
1a. If the property in question belongs to the criminal, their organization, or one of their organization's agents it may be seized immediately.
1b. If the property is owned by someone unconnected to the criminal, their organization, or their agents, it may be seized only if the property owner or their agents were aware (or should have been aware) of the criminal use and did nothing to prevent said use.
1c. If the property owner (or their agents) are unaware (and had no indication that they should have been aware), the property may not be seized.
2. Seizure of assets belonging to illegal organizations.
Assets belonging to designated illegal organizations (e.g. Red Scars) or agents thereof may be seized at will.
2a. Monetary assets seized shall be applied to the general budget.
2b. Weapons seized shall be given to the military or the police. If neither can use them, they shall be destroyed.
2c. Property seized may be sold to the highest bidder.
3. Deportation of agents of illegal organizations
Any agent of an illegal organization, regardless of their position in the hierarchy of the organization, may be deported to their world of origin.
3a. Native-born individuals shall not be subject to deportation. They may instead be imprisoned.
4. Protections
Protections shall be put in place to assure that no innocent people are affected.
4a. Prior to seizure of assets, it must be demonstrated that they are indeed connected to an illegal organization.
4b. Prior to deportation, membership in an illegal organization must be demonstrated.
4c. Standard rules of evidence apply. Government secrets privilege may be asserted to protect sources of intelligence.
5. Definitions
5a. "Illegal Organization" shall refer to only those declared by the government, to which even basic membership is a criminal offense.
