Team Decree 1, Draft 1 (Up for Vote)
-DRAFT 1-
-Article 1: Worship of Dark Gods-
By order of Team Seishi, worship of the deities Ironbane, Reyals, Cain, Asrifel, Z'muor Kex, Da'Mariel, and Sir Mortial is heretofore banned upon the World of Nethilis. Any temples or shrines devoted to these deities shall have their belongings confiscated and placed under the control of Team Seishi. To prevent abuses, the burden of proof shall be on the accuser, and all citizens shall be considered innocent until it has been proven otherwise.
The penalty for worship of a banned god is deportation. This penalty can and will be waived if the accused agrees to no longer worship the banned deity. If the accused is found to have continued in their worship of the banned deity after agreeing not to, they shall be immediately deported, and all materials related to such worship will be confiscated.
Crimes committed in the name of a banned deity shall result in double the normal penalty, as devotees of these gods are considered to be at high risk for repeat offenses.
-Article 2: Looting-
The uncovering and taking of artifacts from Nethilis by independent groups or individuals is expressly prohibited without prior approval. Approval can be revoked at any time, but such revokation does not apply to items taken in the period before such approval was revoked. Approval can be conditional upon certain conditions, which if broken will revoke said approval immediately. Items taken without approval may be freely confiscated. Natives shall be exempt from this ruling, although standard rules against theft still apply.
-Article 3: Hunting-
A permit shall be required to hunt large game on Nethilis. Permits are good for one three-day expedition only. Guide permits, while available, do not permit guides to take animals. More refined regulation may be forthcoming as a detailed population survey is completed.
-Article 4: Contact with Natives-
No contact shall be attempted by private individuals or groups with the native peoples of Nethilis until further notice. Also, as per Alliance Law, the trade of technology to these primitive native peoples is expressly forbidden.

I took great care in crafting that to prevent abuses. In most cases there would be no reason to enforce it, but clerics to evil gods are typically required to commit evil acts as a sign of their devotion. This allows us an avenue of legal attack on these individuals. The penalty is fairly lenient, and the fact that the burden of proof is on the accuser means that it will likely not be abused. There are no fines, belongings are not USUALLY confiscated, just the person has to leave or agree to cease worship of the evil god.

If we prohibit it, they'll thumb their noses at us and do it anyway, probably causing immense damage in the process. If we regulate it, those that pay good money to hunt legally will likely take care of those who do it illegally for us, while we can provide regulation to ensure that each species remains at healthy numbers.
As it has been stated, there have been no guidelines set for obtaining a permit, just hunting can't be done without one. As such it effectively means no hunting until a system is in place. Permits could be common but expensive, or rare and expensive. Not cheap by any means. Perhaps the best way would be to auction a very limited number of permits off to the highest bidder. That way, there aren't that many hunters out there, and they pay us a lot of money for the right to be out there.

And that depends. The Techoren probably don't care who Cain is or who worships him. Since this world is half Techoren, I felt it would seem unnecessarily harsh to those of Techoren origin to invoke a death penalty. However, just leaving them to do their evil wouldn't be acceptable either, so kicking them off the planet seemed to be the least likely course of action to cause much of an outcry among the Techoren. Of course if they piss us off too bad we could deport them to somewhere that they wouldn't exactly be welcomed at....
The TEchoren arnt esactly the nicest of people. Some world goverments are even controled with death squads moving about (although if these get out of hand the High Goverment steps on them). And dons right Cain is the enemy, those who serve the enemy are the enemy, the enemy must be shot, prefferbly many times.
